How this is computed

LTO transfer transaction fee. Per the LTO Motor Vehicle Registration Transactions document (Nov 2025), p.225: ₱50 transfer fee + ₱10 Legal Research Fund = ₱60 standard fee. If the Deed of Sale is more than one month old, an additional ₱150 late application surcharge applies.

Inspection fee.The transfer transaction requires a motor vehicle inspection at LTO MVIC: ₱50 for vehicles ≤ 4,500 kg GVW and ₱75 above (per MV-CC-2025 p.267, OTHER MISCELLANEOUS FEES table). Note this is the inspection alone — no smoke emission test fee is added because the existing CR's emission certificate carries over.

Documentary Stamp Tax (DST).Vehicles are personal property, so a cash sale of a vehicle is NOT DST-subject (NIRC §196, which covers DST on real-property sales, doesn't apply). DST kicks in only when the buyer takes a loan and the financing institution registers a chattel mortgage — that's a different DST: NIRC §195, schedule per the BIR DST overview: ₱40 on the first ₱5,000 of the loan, plus ₱20 per additional ₱5,000 (or fractional part). Effective rate ≈ 0.4% of loan amount. Examples: a ₱500,000 loan → ₱2,020 DST; a ₱1,000,000 loan → ₱4,020 DST.

RR 19-2025 / CMEPA.Revenue Regulations No. 19-2025 (effective July 2025) implements the Capital Markets Efficiency Promotion Act's DST changes — but only amends NIRC §§174, 176, 179, and 199, which cover capital-markets DST (shares, bonds, debt instruments). It does NOT touch §195. Vehicle chattel-mortgage DST is unchanged.

PNP-HPG Motor Vehicle Clearance.The Highway Patrol Group requires a clearance certificate as a prerequisite for any vehicle transfer at LTO. PNP charges this directly; it's a third-party fee not in the LTO Citizen's Charter. The calculator uses ₱500 as a midpoint estimate; actual fees range ₱300 to ₱800 by branch and vehicle type.

Frequently asked questions

Why is there no DST line for cash sales?

Documentary Stamp Tax under Section 196 of the National Internal Revenue Code applies to deeds of sale of REAL PROPERTY only. Motor vehicles are personal property, so a cash sale of a vehicle is not DST-subject. DST kicks in only when the buyer takes a loan and the financing institution registers a chattel mortgage — that's NIRC Section 195, on a different schedule.

What should I enter as the loan amount — the vehicle's price or just the financed portion?

Enter the actual loan principal — the amount the financing institution lends, after any down payment. DST is computed on the loan amount, not the vehicle price. If you put down ₱200,000 on a ₱1,000,000 vehicle and finance ₱800,000, enter ₱800,000.

What is the PNP-HPG clearance and why is it an estimate?

The Philippine National Police - Highway Patrol Group requires a Motor Vehicle Clearance Certificate as a prerequisite for transfer of ownership at LTO. PNP charges this directly; it's not in the LTO Citizen's Charter. Typical fees range ₱300 to ₱800 depending on PNP-HPG branch and vehicle type. The calculator uses ₱500 as a midpoint estimate.

Does this include CTPL insurance?

No. Compulsory Third-Party Liability insurance is required for the vehicle to remain road-legal, but transferring ownership does not by itself require a new CTPL — if the existing policy is current, it carries over. CTPL is an annual insurance product priced separately by your insurer (typical Year 1: ~₱310 motorcycle, ~₱1,350 car). Use the Registration Fee Calculator on a renewal cycle to include CTPL.

What is the late deed application surcharge?

Per the LTO Motor Vehicle Registration Transactions document p.225, if the Deed of Sale presented at LTO is more than one month old, an additional ₱150 fee is collected. This is encoded as a checkbox in the calculator.
