How this is computed
LTO renewal fee. Per the LTO 2025 Citizen's Charter p.989 (Plain Renewal of Driver's/Conductor's License): ₱585 flat, for both 5-year and 10-year validity, both Professional and Non-Professional. The 10-year fee was confirmed at ₱585 by an LTO Memo dated 13 December 2021, which amended the 25 Oct 2021 memo (originally ₱580).
Validity period. Per RA 10930, license holders who completed their 5-year validity without any traffic violations are entitled to a 10-year validity upon renewal. Holders with violations remain on 5-year. The clean-record toggle determines which validity to display; the fee is the same.
Late renewal penalty.₱75 flat for licenses expired 1 day to 1 year (LTO 2025 Citizen's Charter p.992). No escalation by month. The penalty band for 1–2 year expired licenses is not in the published schedule; the calculator marks those out-of-scope rather than guess. Beyond 2 years expired, Plain Renewal is no longer applicable — you'll need to take the theoretical examination again.
Medical certificate. Required at every renewal, issued by an LTO-accredited clinic (third-party, paid to the clinic). Typical range ₱300–₱500; calculator shows ₱400 as midpoint estimate.
CDE (Comprehensive Driver's Education).Required only for the initial renewal of a 5-year DL. Per the Citizen's Charter, CDE is no longer required for license holders whose Student Permit was issued on/after 03 August 2020 or who have already renewed their current DL on/after 28 October 2021. Why is there no drug test in the line items?
Mandatory drug testing for driver's license issuance and renewal was REPEALED on 27 June 2013 per LTO Memo (citing §19 of RA 10586, the Anti-Drunk and Anti-Drugged Driving Act of 2013). Several Filipino content sites — including some that are still updated in 2026 — continue to list drug test as a current LTO requirement and quote ₱500–₱800. That is incorrect. The current LTO Citizen's Charter does not require it.
Is there a different fee for Professional vs. Non-Professional licenses?
No, not for renewal. Per the LTO 2025 Citizen's Charter Plain Renewal of Driver's/Conductor's License section (p.989), the renewal fee is ₱585 flat regardless of license type. Some content sites quote ₱757.50 for Professional or ₱1,009 / ₱1,244 for 10-year licenses; those figures are not in the primary LTO source. The Pro / Non-Pro distinction does affect the INITIAL application (Pro requires more training and exams), but the renewal transaction itself is the same fee.
When does the CDE classroom course apply?
The Comprehensive Driver's Education (CDE) is required only for the initial renewal of a 5-year DL. Per the LTO 2025 Citizen's Charter, CDE is NO LONGER required for license holders whose Student-driver's Permit was issued on or after 03 August 2020, or who have already renewed their current driver's license on or after 28 October 2021. What if my license has been expired for more than 1 year?
The published LTO penalty schedule covers expired-1-day-to-1-year only (₱75). The Citizen's Charter does not quote a fee for the 1-to-2-year band. Plain Renewal is technically eligible up to 2 years expired; beyond that, you'll need to take the theoretical examination again as a separate transaction.
